The Bureau for Private Postsecondary Education (BPPE) is the state government
agency in California that supervises private universities and higher education
institutions. It ensures compliance with educational quality, financial stability,
and consumer (student) protection standards, and grants official approval.

Meaning of Approval

Educational institutions formally approved by the BPPE possess the legal status
to operate higher education programs and confer official degrees within the state
of California. This confirms that the university adheres to state educational
standards and regulatory guidelines.

 

2. Degree Program Operations

Private universities approved by the BPPE generally operate
religious degree programs under the following framework:

  • Bachelor’s, Master’s, and Doctoral Programs:
    The university confers official degrees upon students who have satisfied
    graduation requirements, including curriculum completion, credit requirements,
    and thesis or comprehensive examination requirements for their respective majors.

  • Honorary Doctorate Degrees:
    The university is authorized to confer honorary doctorate degrees upon
    individuals who have made distinguished contributions to fields such as
    academic development, social contribution, international exchange, and
    humanitarianism, in accordance with university protocols and bylaws.
    Private universities select candidates and conduct the conferral process
